An Analytical Study of Civil Defence in Contemporary Urdu Research Thesis in the Perspective of Fiqh al-Seerah

In modern security debates, civil defence has gained significant recognition as a crucial element of societal resilience against a range of threats, including armed conflicts, terrorism, industrial disasters, environmental crises, and natural calamities. While much of the current academic discourse approaches civil defence through administrative, legal, and disaster management lenses, its ethical and philosophical underpinnings remain underexplored in many discussions.This study conducts an analytical review of recent Urdu-language research thesis that examine the theory and practice of civil defence. The analysis is framed through the conceptual lens of Fiqh al-Seerah the jurisprudential interpretation derived from the life and teachings of the Prophet Muhammad (peace be upon him). Instead of comparing or critiquing different scholarly traditions, the research focuses specifically on how contemporary Urdu academic works address civilian protection, emergency preparedness, and collective responsibility within the broader discourse of modern civil defence.
The findings reveal that the Urdu thesis under review depict civil defence not just as a technical or institutional mechanism but as a holistic societal system designed to protect human life and ensure stability during crises. Several key themes emerge consistently in the literature, including proactive preparedness, community engagement, inter-institutional coordination, social trust, and post-disaster recovery. Together, these elements reflect a comprehensive approach to civil protection that aligns with principles of collective responsibility and organized community action values that also resonate with the ethical framework of the Muhammadan model.
