Abstract

The implementation of artificial intelligence (AI) in the educational governance is an important chance to promote digital equity and develop inclusive policy frameworks. Based on the systematic review of existing empirical research on online learning and distance education, this paper will examine the interaction between the application of AI and open data values and their overall effects on community confidence and the effectiveness of education policies. In general, the analysis of 276 publications shows that the application of AI is mostly technical, whereas there is a significant mismatch between pedagogical and ethical aspects. The results suggest that there are three major thematic clusters in which AI affects the field of educational governance: (1) adaptive learning systems and student performance analytics; (2) predictive modeling of student retention and institutional efficiency; and (3) AI-based policy-making and its effects on society. One of the conclusions made is that the responsible utilization of open data is an essential mediator between the AI implementation and the increase in trust in the community. The effectiveness of policies is highly enhanced when the stakeholders find AI systems to be transparent and even equitable. The study suggests an AI-enabled Educational Governance conceptual framework where open data and digital equity can be the main pillars. The paper promotes a moderate solution to the future of AI and its influence on educational systems through a balanced approach that would strike a balance between technological innovation and sound ethical principles and practices in education.
