This study investigates how information and communication technology (ICT) can be used in special education to improve learning for pupils who are visually challenged (VIC). Pedagogical integration, digital content accessibility, educators' competency and training, the availability and accessibility of ICT resources, and the efficacy of ICT-based evaluations are all evaluated in this study. A survey of 95 visually challenged pupils was conducted using a descriptive study approach. Findings reveal how much ICT is used in special education and how it affects learning results for VIC students. The report emphasizes the use of ICT in special education and offers suggestions for enhancing ICT integration to meet the educational requirements of VIC students. The findings have consequences for stakeholders, educators, and legislators who are trying to improve inclusive education for students with visual impairments.
